Nothing magic in those tips but a lot of businesses create their social media accounts without any plan at all.  So think about why you are using social media. What do you hope to achieve.  Perhaps you just want to know what is being said about your organisation. That is a different goal to wanting to build and a social network to create and generate business.

Where are your customers, are they using Facebook, then perhaps, a Facebook page is the way to go.
